This is Ayissi. He's the best student in the top class of his primary school in the village of Simatou, but at the moment will not be able to go to the lycee, a forty minute cycle ride away, next year because he doesn't have a birth certificate or the medical certificate that will enable him to access state aid to get a tricycle. His father has not wanted to support him since he had polio but we are working with his mother to try to get him the paperwork and support he needs.We went to Simatou to take his photo because photos are necessary for medical certificates. The VSO volunteers in Maga are the only people in the area with digital cameras which can be used for this purpose, and there is no photo developing facility in Maga, so all photos have to be developed in Maroua, the province capital, where there is currently no photo paper.There are further difficulties because a lot of money given to the Delegate for Social Affairs in Maga both for helping the disabled and getting birth certificates for school aged children has disappeared.
