"Corruption is evil" parking attendants

In Nairobi and other cities throughout Kenya, you'll find parking attendants wearing canary yellow overcoats with "Corruption is Evil" written in large letters across the back.I'm quite sure this was done with good intentions to decrease bribes demanded by attendants, but based on my very limited experience I'd say it has done very little to decrease corruption and much to humiliate its wearers. :-)It makes me giggle every time I see it.
